I think this will achieve your goals for the feature quite nicely, but it also highlight one of the problems with the current exploration. That being the feeling there actually isn't anything hidden to find and therefore it's not really exploring....

Why don't you do an actual comparison of the weapons? Use all the different faction weapons of the same category with the same ammo and do comparisons. Then analyze what you think of their inability of using T2 ammo and how it affects their usage....

RR wasn't the only reason for the nerf. Among the many advantages it provides it also provided an OP HP bonus and was almost as good as local repper bonuses. It was just all kinds of goodness all rolled into one and it still is.
